In August 2026, advertising inside ChatGPT became bookable in 31 European markets through a self-serve tool. We write from Vienna, Austria, which is one of them. Austria sits inside the European Economic Area, the EEA, which is the European Union plus Iceland, Liechtenstein and Norway. That matters here, because the EEA version of this ad product is missing most of the targeting features that advertisers elsewhere take for granted.
This post summarizes what OpenAI documents itself, as of 16 October 2026. Every statement below comes from the sources listed at the end. Claims we could not confirm were dropped.
What a ChatGPT ad is
An ad appears below a ChatGPT response.1 It carries the advertiser name, a favicon, a headline, description copy, an image and a landing page.1 OpenAI states that ads are clearly labeled as sponsored and visually separated from the model's response.2
Which ad runs is decided by an auction. OpenAI describes it as a relevance-weighted, second-price auction.1 Alongside the usual settings, advertisers write "context hints", short descriptions of the conversations where their offer is relevant. OpenAI is explicit that these are not exact-match keywords and that they do not guarantee delivery in any specific conversation.1
The audience is limited by plan. Ads can appear for users on the Free and Go plans, while Plus, Pro, Business, Enterprise and Edu accounts stay ad-free.2 Accounts identified as belonging to people under 18 see no ads, and ads are not eligible near sensitive topics such as physical health, mental health or politics.2

When it became available
OpenAI announced on 18 August 2026 that ChatGPT Ads would expand to 31 European countries, naming Austria among them.3 On 31 August 2026 the company updated the same post to say that self-service access through Ads Manager was available across all 31 European markets.3
According to OpenAI's country overview, the legal entity that advertises and is billed must be based in a listed country.4
One claim from our internal research was dropped: that serving in Europe began in the week of 24 August 2026. The announcement says only "next week" in its 18 August text and never confirms that serving actually started on that date.
What the EEA version can and cannot do
The decisive sentence is in OpenAI's help center: "Personalized ads are not initially available in the European Economic Area (EEA) or Switzerland."2 So delivery in Austria rests on the conversation context plus the coarse settings the advertiser chooses.
The developer documentation is equally direct about audience lists: "Custom audiences are not supported for campaigns targeting the European Economic Area (EEA) or Switzerland."5 That rules out customer-list targeting, retargeting and suppression of existing customers.
| Feature | Availability for an EEA campaign |
|---|---|
| Personalized delivery | not available2 |
| Custom audience lists, retargeting | not supported5 |
| Geographic targeting | available, country level with regional exclusion6 |
| Platform choice: web, iOS app, Android app | available6 |
| Context hints for relevant conversations | available, with no delivery guarantee1 |
| Objectives: views, clicks, conversions | available; click-optimized billing charges for valid clicks, not for conversions1 |
This is why we describe ChatGPT advertising in Europe as contextual advertising rather than audience advertising. If you are used to stacking interests in a social campaign manager, none of that exists here.
Which industries are excluded
OpenAI's ad policies, last updated 10 September 2026, exclude entire industries outside the United States. Ads for legal services outside the US are currently prohibited, and ads for health services and for financial services outside the US are generally prohibited.7
Other categories are disallowed regardless of country, including alcohol and tobacco, gambling, adult content and political advertising.7
For a small business, that produces a short sorting exercise:
- Restaurants, trades and local services: eligible, as long as the offer does not touch another prohibited category.
- Medical practices, therapy and other health services: generally not eligible outside the US.
- Law firms and other legal services: prohibited outside the US.
- Financial and insurance advice: generally not eligible outside the US.
Check eligibility before you plan a campaign, not after a rejection. This is not a formality; it decides whether your ads can run at all.
What advertising here does not buy
A ChatGPT ad is an ad. It is labeled and separated from the answer.2 Buying one does not buy a recommendation from the language model and does not change what ChatGPT says.
That is a different job from making your own content legible to AI systems. The two can be bought separately, and neither replaces the other. For the organic side, see AI search and fewer clicks.
Why the channel will change again
On 31 August 2026 the European Commission published its decision designating ChatGPT as a Very Large Online Search Engine under the Digital Services Act, with compliance due by January 2027.8 That brings advertising transparency duties, recommender system rules and annual risk assessments.
The practical conclusion for a small business: treat ChatGPT advertising as a test channel with a limited budget and a limited expectation, not as a fixed line in an annual plan. The rules, the formats and the reach are young, and they will change again within the next year.
